But unless we were able to attach our own built power options to them, most of the Degasi bases would still be useless even if you were allowed to repair them. Consider floater island's surface bases, for example.

This regards the "Follow the Degassi" achievement which is unlocked when you find the Degassi Sea Base in the jellyshroom cave and then pick up all of the PDA's lying around the base. The base is a wreck and the hatch to it has broken off and fallen into the sand.
